Vanoil Energy Ltd. (“Vanoil” or the “Company”) January 29, 2013 announce it has executed a two month extension to its Technical Evaluation Agreement with the Rwandan Ministry of Natural Resources.

The agreement was between the Rwandan Minister of Natural Resources, Stanislas Kamanzi and the chief executive officer of Vanoil Energy Ltd., James Passin, provides Vanoil with the exclusive right to negotiate a Production Sharing Contract (“PSC”) covering approximately 1,631 square kilometres of the East Kivu Graben, located beneath Lake Kivu, Rwanda.

Vanoil Energy Ltd is based in Vancouver, Canada; it is an internationally diversified energy company with a portfolio of oil and gas assets in the African countries of Kenya and Rwanda.

Blocks 3A and 3B, which cover 24,912 square kilometres, potentially contain prospective resources in excess of 900 million boe, positioned between Tullow’s recent oil discovery and Apache’s offshore gas well.

In Kenya, Blocks 3A and 3B were acquired in October 2007 through the signing of a Production Sharing Contract with the Government of the Republic of Kenya.

Vanoil’s 1,631 square kilometres of oil and gas exclusive licence in the East Kivu Graben in Rwanda is at the southern extension of the Albertine Graben where Heritage and Tullow Oil made their historic discovery in neighbouring Uganda.

This area in Rwanda may be an analogous extension of that discovery.

The National Energy Water and Sanitation Authority (EWSA), has set target TO connect at least 70 per cent of Rwandan homes to national electricity grid by 2017. The goal will be achieved by a number of projects underway.

The Director General of EWSA, Yves Muyange, says that utility expects to connect 100,000 households to the national electric grid annually to achieve the target. He also said that access to electricity increased from six percent of the population in 2008 to 16 % in 2012.

For Rwanda to achieve its vision of connecting half of the population to electricity within the next five years, current connection activities must be tripled. According to EWSA, the infrastructure and resources needed, are in place to ensure that the target is achieved.

Increasing access to electricity is among the government’s key priorities, considering the expansion of the electricity grid to be one of the engines of development. The government plans to invest US$4.7 billion to achieve its objective.

The Prime Minister, Pierre Damien Habumuremyi told parliament, in December 2012, that the government intends to engage the private sector through public-private partnership to ensure that Rwanda generates at least an additional 1,000 megawatts of electricity.

“Out of the 1,000MW, 320 MW will come from hydro power, 300 MW from methane gas, 310 MW from geothermal and 200 MW from peat energy sources,” the Prime Minister said.

The Rurembo licence area situated in the northwestern portion of Rwanda and extends from the town of Gitarama (Muhanga district) in the south to the town of (Musanze district) in the north.

According to a Solomon press release, initially, the Government of Rwanda Geology and Mines Authority (OGMR) contracted Toronto based consultant Paterson, Grant and Watson Limited to carry out an interpretation of existing geological, geochemical and geophysical data in 2009.

The PGW report included 12 detailed mapsheets at 1:100,000 scale and identified 21 Prospective Target Areas (PTA’s) that were ranked for tin (Sn), tungsten-niobium-tantalum (W-Nb-Ta) and/or gold (Au) and base metal mineralization.

Speck Minerals Ltd. applied for and was granted a Prospecting Licence for two of these PTA’s. The Rurembo Licence, which Solomon has optioned from Speck, covers an area of approximately 1000 square kilometers in northwestern Rwanda immediately north of and on strike with the historic tin producer at Gatumba.

The Rurembo licence area is dissected by the Nyabarongo River (the upper reaches of the White Nile) which drains the highlands south and west of the licence area and flows through the central portion of the licence area towards Kigali and Lake Victoria.

Elevation ranges from 1400 meters in the major river valleys to 2384 meters in the rugged uplands west of the Nyabarongo and south of Kijina to 2255 meters in the highlands west of Gatumba.

The Rurembo Project is a grassroots exploration for Sn-Ta-Nb (W), largely predicated upon the proximity of the former Belgian mine at Gatumba now privately operated as the Gatumba Mining Concession and the projected strike extensions of that geological environment into the Rurembo Licence Area.

The Company has leased a field office and expat residence in Kigali and hired a Country Manager and support staff.

Solomon has contracted retired OGMR geologist Claver Mahungiro of Geoscad Ltd. and his associate Celestin Havugimana to conduct an inventory of the artisanal miners in the Rurembo Licence Area.

Solomon’s President and CEO Randy Rogers observed: “The Rurembo Tin Project presents a very prospective exploration program for Sn-Ta-Nb (W) mineralization in pegmatite dykes, griesens and quartz veins within Meso-Proterozoic granitic massifs and associated rocks.

Solomon has implemented quality assurance and quality control measures in its exploration programs.

All field and data analysis work is carried out under the supervision of qualified Solomon geologists and geophysicists in accordance with procedures developed to conform to current ‘best practices’ in mineral exploration.

Residents of Rwinkwavu sector in Kayonza district call on fellow residents to help them in keeping safe clean water availed to them.

This is because public property are in most cases spoilt quickly since everybody feels they are not theirs, explains one Mukangoboka a resident of this sector.

Residents in some sectors of Kayonza district access free clean water after a long time of scarcity.

Some of the residents we talked to revealed that they try to sensitize their fellow on protecting the water though they have different attitudes on public property.

Sensitization includes maintaining cleanliness surrounding the water tap and to prevent anything that can spoil equipments used.

This tapped water was distributed to this place in the districts program of extending water to residents in partnership with development partners.

The mayor of Kayonza district, John Mugabo says that though some residents have no access to water yet, there are projects planning to extend water to many residents in Kayonza district.

Kagame made the remarks today while addressing the third World Energy Forum hosted in Dubai, United Arab Emirates. The forum was hosted in line with the 2012 United Nationals theme of “clean, safe and sustainable energy for all”.

“It has become clear that when the world acknowledges that there is a problem and acts to resolve it, the outcome is impressive. We need to address imbalances of energy between developed and developing countries and raise level of consumption and utilization. The world community should treat access to energy as a basic right essential in the development process.”

With over 1.3 billion people yet to have access to electricity, this year’s theme is a call on world leaders to ensure equitable access to energy. In Africa, only a quarter of the population has access to electricity.

Kagame stressed the point of the direct relationship between access to energy and socio-economic development and said that on practical solutions are needed to address the energy shortage in Africa and Rwanda.

Kagame proposed solutions such as:  the establishment of a globally accepted and respected consumption benchmark per capita; and need to establish a regulatory mechanism that can “curb or eliminate wasteful unsustainable consumption.

“This would reduce waste, increase efficiency and cut costs enabling wide access to developing countries.”

This year’s World Energy Forum brought together over two thousands delegates from across the world including heads of states, members of civil society and private sector. Over the next two days, the delegates are expected to share lessons and continue the conversation on the need practical measures and innovations to meet the energy challenge currently experienced worldwide.

The discussions planned include a renewed debate on nuclear energy, sharing on technological innovations, energy as an investment opportunity and the effect of climate change on energy policies.

A common point among all speakers was the need to increase investment in innovative infrastructure that have the potential of closing the gap in energy access. In this field, Africa has shown increased growth with a current 30% of $257 billion invested in the energy sector in Africa. However, as growing need on the ground show, the potential has yet to match the reality.
