<p>After receiving solar panels from PPIMA -a project devoted to energy provisions, beneficiaries of the project in Gakenke are describing how their lives have resulted into a positive change</p>
<p>Delphine Nyiransabimana a representative of PPIMA who lives in Gishyinguro village, Nganzo Cell in Gakenke Sector says that the distributed solar panels have solved a number of difficulties in the area, ranging from mobile phone charging to shaving hair.</p>
<p>“People used to walk so many kilometers before accessing electricity which was only available in small trading centers.” Adds Nyiransabimana</p>
<p>Banyeretsekare Virginie aged 65 and a resident of Gakenke says in all her life she had never lived in a house that is light by nothing other than a paraffin lamp</p>
<p>“I am extremely happy now days; I can now switch on and off my lights without worrying the cost of paraffin any more not to mention its irritating smell.” Says Banyeretsekare</p>
<p>PPIMA issued 48 solar panels -all worth thirteen million Rwandan Francs to 3 sectors namely Coko, Gakenke and Muyongwe</p>
<p>PPIMA has established its projects in 4 districts of Rwanda and is intending to proceed to many other areas in the country particularly rural areas.</p>

<p><em><strong>Gishwati Forest</strong></em></p>
<p>To reverse the trend and at the same time address the needs of energy use in households, community institutions, and cottage industries for cooking and heating needs currently met by biomass, the Ministry of Infrastructure supported by GTZ has prepared the Biomass Energy Strategy (BEST), in which the following directions of interventions were identified:</p>
<ul>
<li>Reducing biomass consumption with large scale dissemination of efficiency stoves and improved charcoal-making techniques.</li>
<li>Substitution of biomass with alternatives such as biogas, carbonized peat and papyrus and other biomass briquettes, liquefied petroleum gas (LPG), methane gas and solar energy.</li>
</ul>
<p>Producing more biomass through increasing production of wood fuels resources. MININFRA is collaborating closely with MINIRENA on strategic actions towards woodlot production and protection and other sinking programs.</p>
<p>&nbsp;</p>
<p>In biomass, the urgent issue is the efficient use of existing resources. The Ministry of Infrastructure has prepared a long term program for intensifying the dissemination of stoves both in urban and rural areas, which can save up to 50% of fuel in comparison with traditional stoves. In parallel with this project, a similar program will address training and dissemination of improved charcoal making techniques to reach 25% as mass yield in the districts of Karongi, Ngororero, Nyamasheke and Rusizi  with reorganization of the charcoal supply chain from Southern and Western Provinces of Rwanda.</p>

<p><em><strong>Charcoal</strong></em></p>
<p><strong>Biogas energy</strong></p>
<p>The Ministry of Infrastructure is also strongly engaged in the promotion of biogas. Currently, more than 400 biogas installations built by the National Domestic Biogas Program (NDBP) are being used in rural households instead of firewood, and by 2011 at least 15,000 families will be using biogas for cooking and lighting.</p>
<p><strong>Charcoal from peat and papyrus </strong></p>
<p><strong></strong>Recently, the Ministry of Infrastructure concluded a contract with Chardust Limited, an international company based in Nairobi, Kenya for the production and testing of charcoal from peat and papyrus to replace firewood charcoal. If the new product is proved competitive to traditional charcoal, then it will replace the use of charcoal produced from firewood. About 155 million tons of dry peat are available in swamp valleys of Nyabarongo and Akanyaru rivers, in Gishoma in Western Province and the Northern Province which have not yet been exploited.</p>

<p>In 2007, MININFRA in collaboration with MINIRENA supported a pilot project for testing the use of peat as direct fuel in community institutions and cottage industries. Findings showed that peat is a suitable replacement for firewood in cooking when the smoke is extracted (which is easily achieved), and today peat is used as fuel in brick making.</p>
<p><strong>Liquefied Petroleum Gas</strong> <strong>(LPG)</strong></p>
<p>The Ministry of Infrastructure is carrying out a promotional campaign for LPG use in households and community institutions, and some educational institutions have also expressed interest in switching to natural gas for cooking.  The Rwanda Revenue Authority (RRA) in collaboration with MININFRA is drafting a law on tax exemptions to make LPG affordable for cooking and heating. Rwanda is endowed with alternative resources to replace firewood, and the Government is committed to supporting private initiatives in energy sector as it is a significant factor in economic development and improving living conditions.</p>
<p>The use of LPG is still low in Rwanda due to the high price of 2200 RWF/kg. This is partly due to the import duty of 30% and VAT of 18%, compared to other countries where these taxes are exempted. However, it is estimated that if these taxes are removed, an opportunity of a filling station with 3000 tons/year in Kigali City is given to boost the LPG market. Kerosene is not widely used in Rwanda and yet it can substitute charcoal. Second generation of kerosene stoves which are safer, produce less smoke and are more efficient can be commercialized in Kigali City for low and middle income households.</p>

<p>The cost of purchasing energy solar equipment is Rwf 9000($15) per person.</p>
<p>Using biogas will lighten the environment.</p>

<p>Umwe mu babyeyi bo mu murenge wa Mukarange mu karere ka Kayonza bari kubakirwa Biogaz yagize ati “Hari igihe umuntu yamaraga nk’amasaha atanu ari gutashya ugasanga nta kandi karimo umuntu abashije gukora mu rugo…usibye n’ibyo kandi, abana bacu bajyaga bacyererwa ishuri cyangwa bakanarisiba twabatumye gutashya, ariko ibi ntibizongera kubaho nidutangira gukoresha izi biogas”.</p>
<p>Benshi mu baturage twaganiriye bavuga ko badafite amashyamba batashyamo inkwi. Banavuga kandi ko Biogaz ishobora kuba igisubizo ku mihindagurikire y’ikirere n’ubutayu biri kwibasira ibice bitandukanye by’isi.</p>
<p>Biogaz ikoresha amase y’inka ubundi igatanga ingufu z’amashanyarazi zishobora kwifashishwa mu guteka no gucana amatara akoreshwa n’umuriro w’amashanyarazi. Aba baturage b’i Mukarange bavuga ko izi biogas zizabagirira akamaro kanini kuko ngo zinabafasha kubika neza ifumbire ya bo ikomoka ku mase y’inka.</p>
<p>Inka imwe ngo ishobora gutanga amase yakoreshwa muri biogas. Aba baturage bari kubakirwa biogas buri wese ngo azishyura amafaranga angana n’ibihumbi ijana y’amanyarwanda yishyura mu byiciro bibibiri, ubundi akubakirwa biogas n’umushinga IDP (Integrated Development project) uteza imbere imiturire mu byaro.</p>

<p>John Munyansanga umuhuzabikorwa w’Ishami ry’Umuryango w’Abibumbye ryita ku Majyambere (UNDP) ryafashije ayo mashuri kubaka amashyiga ya biyogazi avuga ko ibyo bizafasha ahahurira abantu benshi mu buryo bwo kubona ibicanwa hagamijwe kubungabunga ibidukikije nko ku mashuri, ku mavuriro, mu magereza n’ibindi bigo bitandukanye bikoresha inkwi mu gucana bazisimbuza biyogazi.</p>
<p>Ati “ ibyo bizatuma kwangiza amashyamba bigabanuka, ndetse ntihakoreshwe n’amafaranga kuko inkwi zihenda, dushyira izo biyogazi mu mashuri hari byinshi twagendeyeho tugereranije n’ubuzima busanzwe, aho twasanze ibiro 20 by’ibishyimbo bishobora gutekwa n ‘inkwi zipima ibiro 28.9, mu gihe hakoreshejwe biyogazi hakoreshwa agera ku biro 13 mu guteka ibiro 210 z’ibishyimbo, ibyo akaba ari bimwe mu byatumye tureba uburyo buhendutse kandi budafite icyo bwangiza ku bidukikije”.</p>
<p>Umubayobozi w’ishuri ribanza rya Mayange B, Innocent Nkusi, avuga  ko gutangiza igikorwa cyo gushyiraho biyogazi mu mashuri hari byinshi bizabamarira, ndetse n’amafaranga yakoreshwaga mu kugura inkwi zo gucanisha arimo, bityo agakoreshwa mu bindi bikorwa byo guteza imbere ishuri.</p>
<p>Yagize ati “icyo ni kimwe mu bituma tuzigama amafaranga kandi na none bigutuma guteka byoroha kandi byihuta, ndetse n’umwotsi ntugira aho uhurira n’abanyeshuri kimwe n’abateka, bityo ibyo byose bituma n’abanyeshuri bashobora kubonera amafunguro ku gihe kandi ateguye neza”.</p>
<p>Gahunda yo gushyira biyogazi mu mashuri yatewe inkunga  Ishami ry’Umuryango w’Abibumbye ryita ku Majyambere (UNDP) ubinyujije mu mushinga wayo w’icyaro, hakaba harakoreshejwe ingengo y’imari ingana n’amafaranga y’u Rwanda miliyoni 12.</p>
